Joomla pages most often correspond to Joomla menu items. To add a new page, you need to define it as a menu item. You could then associate that menu item with a single article or a blog-like listing of articles that fall under a section or category.
Here's a very nice tutorial describing how to add a menu item that points to a single article.
To display a list of blog-like entries, you can define the menu item as a category blog layout or section blog layout. (A section is a superset which includes articles from the categories defined in the section. So sections can contain categories, and categories must belong to sections.)
